I would guess he does give a rose to one of those 2 people. I doubt he picks Sheena because she was already eliminated and they have shown the promo with the 2 girls at the final rose ceremony. I think the shocking ending is after he proposes to whomever he chooses, then a real minister comes out and marries them on live TV.
